Cannot create share through web client

I am trying to create a share through the web client, and each time I try I get an error. I have submitted one of them. I am on version 4.0.3. Is this something that is supposed to be working?

Most definitely it should be working.

What you've missed is settings.APPLICATION_HOST from the OMERO.web configuration.
