I'm sorry that we have not yet been able to resolve your problem.
Unless you have a Windows expert in your institution who is able to
assist you in identifying what's going wrong here, it's unlikely that
we can help you much further remotely--without further information
it's difficult to provide any further suggestions.
In order to set up a working OMERO server, there are two alternatives
which you might want to explore:
1) Running OMERO.server in a virtual machine.
Using the virtual appliance we provide means you get a
pre-configured setup which requires little configuration on your
part. However, it won't perform as well as a native installation,
but would certainly be useful in trialling and testing OMERO.

Running natively will give better performance than the virtual
appliance. You'll probably get better performance on Linux than
Windows, and it is also rather easier to diagnose problems so it
will also be possible to provide further assistance should there be
any problems. One commonly-used Linux distribution which we would
recommend is Ubuntu; a link to the server installer is here:

unfamiliar with Linux, this one is a good choice.
